大家好！很高興有機會來到有著議會之母之稱的英國議會，同各位議員見面。首先我謹代表中國政府和人民，并以我個人的名義，向在座的各位議員致以誠摯的問候和良好的祝愿。今天是我應伊利莎白二世女王的邀請，對英國進行國事訪問的第一天。雖然是剛剛來到，我已經深切感受到中英關系的蓬勃朝氣，體會到兩國人民的深厚情誼，使我對通過這次訪問推動中英友好關系邁上新臺階充滿期待。

Good afternoon. I am glad to come to the British Parliament, known as the mother of the all parliaments and meet with you, members of Parliament. On behalf of the Chinese government and people and in my own name, I wish to convey warm greetings and best wishes to you. Today is the start of my state visit to the United Kingdom at invitation of Her Majesty, the Queen. Although my visit has just started, I am already deeply impressed by the vitality of China-UK relations and profound friendship between our peoples. This gives me a good reason to believe that my visit will lift the friendly ties between our two countries to a new height.

此時此刻置身古老的議會大廈，讓人們產生了穿越時空的感覺。英國是最先開始探索代議制的國家，早在13世紀，英國議會就初具雛形，成為世界上最古老的議會。在中國，民本和法制思想自古有之：約四千年前，夏禹時期“民惟邦本，本固邦寧”的說法。中國古人認為：國無常強，無常弱，奉法者強則國強，奉法者弱則國弱。兩千多年前，就有了成文的法典。

Being here, in this old parliament building, gives one the feeling of going back in time. Britain was the first country to establish the system of representative government. The British Parliament, which came into being in the 13th century, is the oldest parliament in the world. In China, the concept of putting people first and following the rule of law emerged. About 4,000 years ago, during the reign of Yu, the great, in the Xia Dynasty, there was already a saying that the people are the foundation of a country, and only with stable foundation can a country enjoy peace. The ancient Chinese believes that no country will stay strong or weak forever. He who abides by the law will make a country strong or he who fail to do so will make a country weak. China's first code statutes were compiled over 2,000 years ago.

現在，中國人民正在全面推進依法治國，既吸收中華法制的優良傳統，也借鑒世界各國法治的有益做法，目標就是堅持法律面前人人平等，加快建設中國特色社會主義法治體系，不斷推進科學立法、嚴格執法、公正司法、全民守法進程。在這方面，兩國立法機關可以加強交流互鑒。

Today, as Chinese people are advancing the rule of law in all-round way, they draw inspiration from not only china's own legal traditions, but also the best practices of rule of law of other countries. Our goal is to ensure that all are equal before the law, accelerate the development of system of socialist law-based governance with distinct Chinese features and steadily promote the making of sound laws, strict law enforcement, judicial justice and building of law abiding nation. The legislatures of our two countries can have more exchanges to enhance mutual learning in this regard.

中英雖然地處亞歐的兩端，卻長期彼此吸引。新中國成立以來， 兩國關系創下了多項第一。 英國是第一個承認新中國的西方大國，也是率先從中國建立全面戰略伙伴關系的歐盟國家，是除香港外最大的人民幣境外交易中心，也是吸引中國留學生開辦孔子學院最多的歐盟國家。英國還是首個發行人民幣國債的西方國家，最早申請加入亞洲基礎設施投資銀行的西方大國。可以說，中英越來越成為“你中有我，我中有你”的利益共同體。

Although China and the UK are located at opposite ends of the Eurasian Continent, we have all long shared deep mutual affection. Since the founding of the New China in 1949, our two countries have led the way in a number of areas in terms of bilateral relations. The UK is the first Western power to recognize the New China, and the first EU member to establish a comprehensive strategic partnership with China. The UK is also the leading offshore RMB trading centre after Hong Kong. The UK hosts more Chinese students and Confucius institutes than any other EU country. Moreover, the UK was the first Western country to issue RMB sovereign bonds and the first major Western country to apply for membership of the Asian Infrastructure Investment Bank. It is fair to say that China and the UK are increasingly interdependent and becoming a community of shared interests.

回顧兩國交往史，我深深感到，中英關系發展的源泉來自于兩國人民的相互理解、支持、友誼。第二次世界大戰期間，24名中國海軍學員參加了諾曼底登陸戰役。他們不畏艱險，英勇善戰，受到丘吉爾首相嘉獎。已故英國議會上院議員林邁可勛爵積極參加中國人民抗日戰爭，在極為艱苦的環境下，幫助中國改進無線電通訊設備。他還冒著生命危險，為中國軍隊運送藥品、通訊器材等奇缺物資。歷史將永遠銘記這些為中英友好、為世界和平正義事業做出杰出貢獻的人們。

A review of the history of our two countries’ engagement gives me the deep impression that the growth of China-UK ties is driven by mutual understanding, support and friendship between our two peoples. During the Second World War, 24 Chinese naval cadets took part in the Normandy Landings. They received personal thanks from Prime Minister Winston Churchill for their gallantry. The late Lord Lindsay, a British peer, was actively involved in the Chinese People’s War of Resistance against Japanese Aggression. He helped China improve radio communication equipment under difficult conditions, and risked his life to send urgently-needed supplies, medicine, and radio equipment to Chinese troops. History will forever remember those who dedicated themselves to China-UK friendship and peace and justice of the world.

今年初，英國護士克羅斯在非洲從事志愿服務時不幸感染埃博拉病毒。中方應英方請求迅速做出特殊安排，將最新研制的藥劑緊急送到英方手中，克羅斯因此戰勝病毒。最近，英國議會上院議員貝茨勛爵在中國開展了為期兩個月的慈善步行徒步行走，他頂著烈日步行約1700公里，將募捐來的善款投入中國慈善事業，并呼吁人們珍愛和平。正是得益于無數中英友好人士的辛勤的付出，中英關系才能跨越重洋，發揚光大。

Early this year, a British nurse, Anna Cross, was infected with Ebola when serving as a volunteer in Africa. China promptly responded to the UK’s request and made special arrangements to deliver its newly developed drug to the UK. As a result, Ms. Cross was cured of the virus. Recently, Lord Bates, again a British peer, went on a charity walk for over two months in China. He covered about 1,700 kilometres on foot under the scorching sun, to raise money for charity in China, and call on the people to cherish peace. It is thanks to such efforts made by numerous Chinese and Britons that China-UK relations have made steady progress, despite the vast distance between our two countries.

莎士比亞說：“凡是過去，皆為序章。”我們今天所處的時代，是以和平與發展為主題的時代，也是各國同舟共濟、攜手共進的時代。山不厭高，水不厭深。在這偉大的時代，站在全面戰略伙伴關系的新起點，中英兩國攜手恰逢其時。

Shakespeare wrote, “What’s past is prologue.” We’re in an age of pursuing peace and development. It is also an age in which countries need to meet challenges and forge ahead together. As the Chinese saying goes, “A mountain can never be too high, nor an ocean too deep.” This great age enables our two countries to join hands and move forward from the new departure point of our comprehensive strategic partnership.

我很高興地看到，英國議會在增進兩國社會各界交流、促進雙邊關系發展上發揮著越來越重要的作用。近年來，兩個議會交往不斷增多，雙方建立了定期交流機制。上個月剛剛舉行了第七次會議，兩國立法機關代表就立法治國理政等議題開展了深入交流。英國議會還經常組織關于中英關系和兩國的文化、低碳等領域合作的討論，對中英關系發展起到了積極的推動作用。特別是英國議會跨黨派中國小組成立18年來，成為英國議會內議員人數最多的國別小組之一，吸引了英國各界對中國的廣泛關注。

I’m glad to see that the UK parliament is playing an increasingly important role in promoting exchanges between various sectors of our two countries and in the growth of our bilateral ties. Exchanges between our legislatures have been on the rise in recent years, we have put in place a regular exchange mechanism with its seventh meeting convened just last month. Our lawmakers have conducted in-depth discussions on legislation and governance. The UK parliament has regularly organized discussions on UK-China relations and cooperation in culture, low carbon, and other areas, thus promoting the growth of the UK’s relations with China. In particular, the All Party Parliamentary China Group has gone into one of the biggest country groups in the UK parliament since it was founded 18 years ago, generating widespread British public interest in China.

議會是各界精英薈萃之地。希望各位登高望遠，繼續做中英關系的推動者、中英友好的貢獻者、中英合作的支持者，為中英關系更廣闊、更光明的未來鋪設理解之路，架起合作之橋。我們歡迎各位議員朋友們多到中國去走一走，看一看，感受一下中國及其發展變化。

Parliamentarians are the cream of a society. I hope you will, as we Chinese often say, “scale higher to see further”. I hope that you will continue to promote the UK’s relations with China, strengthen our friendship and support our cooperation. And I hope that you will build a bridge of understanding and cooperation so as to help create an even brighter and more promising future of our bilateral ties. We welcome you to visit China more often, to learn about my country and experience its changes.

培根說過：“智者創造機會，而不是等待機會。”中國也有句名言：“機不可失，時不再來。”我堅信富有改革創新精神的中英兩國人民一定能夠創造出更多機會，推動兩國合作再上新的臺階。中英關系的明天一定會更加美好！

Francis Bacon wrote, “Wise men make more opportunities than they find”. And we in China often say, “An opportunity missed is an opportunity lost.” I am confident that the people of China and the UK who are creative and eager to embrace change can surely make more opportunities and take our cooperation to a new level. China-UK relations will certainly embrace an even brighter future.
